As an Assistant Finance Director for the City, you will be providing oversight of all City accounting and audit functions and developing and implementing sound fiscal management policies and procedures.

Essential duties and responsibilities include:

  • Provides oversight and coordination of accounting entries, audits, and annual comprehensive financial reports in conformance with generally accepted accounting principles and the City's fiscal policies.
  • Oversees the payroll accounting process, reviews, and approves relevant forms, reports, and direct payables.
  • Monitors legislative and reporting changes relevant to finance and accounting.
  • Creates and analyzes fund revenue, provides status updates to the City Manager and Finance Director on contingency funds and budget performance, prepares financial reports and audit work papers; researches and analyzes sales tax and other revenues.
  • Coordinates work plans and personnel needs by reviewing and evaluating methods and procedures, identifying, and resolving problems, handling personnel issues, and conducting employee performance evaluations.
  • Maintains accounting systems and controls by establishing and directing maintenance of efficient accounting systems for controlling and reporting transactions; assesses controls over cash receipts and makes recommendations for improvements.
  • Oversees all accounts payable invoices submitted by external vendors and maintains and updates computerized accounts payable system and manual files.
  • Oversee funding and payment of all invoices for capital improvement programs, and review and oversee quarterly CIP reports.
  • Oversee all grant, economic development, and TIRZ accounting entries and reporting.
  • Prepare and submit monthly financial reports; oversee personnel to ensure finance/accounting data is accurately recorded and reported for a timely accounting close process; prepare related financial analyses.
  • Provide check and balance review of cash receipts on a daily basis.
  • May assume the duties of the Finance Director in their absence.
  • Other duties as assigned

Qualifications and Skill Requirements:

Formal Education:Bachelor's Degree in Business Administration, Accounting, Finance, and/or related field. Master's degree in relevant field preferred. Relatable Work Experience:Five (5) years of progressively responsible experience in municipal finance/accounting; Three (3) years of supervisory/managerial experience or any combination of education and experience that provides requisite KSA's. Training (Licenses(s) and/or Certification(s):Certified Public Account (CPA) preferred, Certified Public Finance Officer (CPFO) preferred, Certified Government Finance Officer (CGFO) preferred. Preferred Qualifications:Individually bonded.

Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Longevity pay of $8 per month begins with the first anniversary and will be paid on a separate paycheck in December of each year.
  • Retirement plan includes a 7% contribution of an employee's gross salary to the Texas Municipal Retirement System (TMRS) with a City contribution match of 2 to 1 (14%) at retirement.
  • Retirement eligibility requires 5 years of service at age 60 or 20 years of service at any age.
  • Employees also have an additional retirement fund option to participate in a 457 plan.
  • Long-Term Disability is employer-paid and covers 60% of the employee's salary up to $7,500.
  • Military leave provides up to 15 days of paid leave per fiscal year for eligible employees.
  • Education reimbursement assistance up to $5,000 per fiscal year.
  • Employer-paid basic term life insurance policy two (2) times an employee's base salary, up to $325,000 maximum.
  • 40 paid service hours are available to volunteer within our community.
  • Up to 160 hours of paid parental leave to eligible employees following the birth of an employee's child or the placement of a child with an employee in connection with adoption, foster care, or other legal placement to care for and bond with the child.
