CITY OF OSHKOSH Water Distribution Manager in OSHKOSH, Wisconsin

JOB REQUIREMENTS: This position plans and directs the daily operation and maintenance of the water distribution and meter reading systems in conformance with Wisconsin Department of Natural Resources, Wisconsin Public Service Commission rules and regulations, and American Water Works Association standards. The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Manage Water Distribution System Construction Activities (45%) With the Engineering Division of the Department of Public Works, assist in the development of plans and specifications for new construction and replacement of water mains, service laterals and appurtenances. Coordinate with and advise contractors, developers and plumbers regarding installation requirements for water mains, valves, fire hydrants, water services and fittings used in City or private contracts. Coordinate with other divisions of the Department of Public Works during repair work or construction. Manage inspection of the installation of new and replacement water mains, the collection of as-built measurements and documentation for final as-built drawings. Plan and coordinate utility maintenance and repairs prior to paving or other construction projects. Plan and coordinate public-side lead service line replacements with private-side replacements. Maintain records for all materials used in City contracts by contractors for proper payment. Supervise disinfection, sampling and pressure testing of all new water mains. Manage Water Distribution System Inventory and Budget (25%) Prepare work orders. Assign and manage the repair and replacement of valves, fire hydrants and water services. Record all time and material used on work orders. Recommend purchases and maintain accurate inventory of all materials, tools and supplies. Prepare specifications for vehicle, equipment and material bids and quotes. Assign account numbers to purchases. Assist in preparation of distribution system capital improvement budget, operating budget and long-range plans. Manage Maintenance of Water Distribution System and Customer Service (20%) Manage and schedule assignments for customer service activities, including water service turn-ons/turn-offs, inspections for leaks, investigations and resolutions of water service complaints, service line inspections, lead service line replacements and cross connection control. Manage and maintain records for maintenance programs, including hydrant and valve inspection, water system flushing program, valve exercise program, flow testing and hydrant painting. Coordinate the installation, testing and reading of water meters with Assistant Water Distribution Manager and Financial Utility Manager. Coordinate maintenance of Water Distribution fleet vehicles and mobile equipment. Coordinate Water Distribution Center building and grounds maintenance. Manage field-locating program of water mains, valves and services in coordination with the Engineering Division. Develop and Maintain Employee Engagement and Training Programs (10%) Responsible for oversight of employee development. Review employee training and safety programs conducted by the Assistant Water Distribution Manager. Evaluate employee performance, enforce city policies and work rules and correct employee behavior as necessary. Evaluate and attend seminars, training courses, meetings, etc. to stay abreast of the water distribution industry. ***** OTHER EXPERIENCE AND QUALIFICATIONS: Minimum of five (5) years of experience in the construction and maintenance of water distribution systems, including two (2) years of supervisory experience. Knowledge of the principles and practices of installation and maintenance of water mains and services, meters, valves, hydrants and other facilities of a water distribution system. Knowledge of equipment and tools used to repair and replace mains valves, hydrants, services and meters. Knowledge of equipment and tools used to identify water leaks and locate underground facilities. Knowledge of the location of meters, principal mains and valves within the system. Knowledge of the occupational hazards and safety precautions applicable to construction of water distribution systems. Knowledge of the dynamics of water flow. Ability to plan, organize, assign and direct the work of staff. Ability to establish effective working relationships with other employees, supervisors, contractors, developers, plumbers and the general public. Ability to effectively communicate verbally and in writing.
