Minimum Qualifications Non-Competitive Open Competitive Minimum Qualifications:Six years of architectural experience in design or drafting on buildings requiring multi-discipline trade involvement such as heating, plumbing, and electric under the direction of a registered architect or professional engineer, including work performed on institutional, commercial, healthcare, academic, office, or residential buildings (excluding single family or duplex family homes) OR an Architect’s license, with current registration, from any state or territory of the United States.*An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.Transfer Opportunity:Candidates must have permanent status as an Assistant Architect, Grade 20, and be eligible for lateral transfer; OR be eligible to transfer under Section 70.1 of the Civil Service Law

Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill an Assistant Architect, Grade 20, position assigned to the Adult Community Care Group, Bureau of Housing Development & Support. The Assistant Architect will perform project management duties for planning, design, procurement and construction, including the technical review of drawings and related details, for the creation, construction, rehabilitation or restoration of housing projects, buildings and facilities. Duties will include, but are not limited to, the following:• Review working drawings for contractors, engineers and estimators to ensure they accurately reflect the project design and OMH requirements;• Review work scopes, conduct approval reviews of project plans and specifications and manage and track projects through the design and construction process;• Manages the proposed schedule for projects, ensuring that projects are completed on budget and on schedule.• Utilize and maintain project records in the project management system;• Evaluate project practicability in reference to scope requirements, budget restrictions, and construction schedules;• Review and monitor projects to resolve emergency building and infrastructure situations;• Evaluate requests for design changes and provide architectural advice and guidance in reference to proposed changes;• Participate and assist in the selection of projects necessary to meet fire safety requirements, preserve the physical plant and infrastructure, enhance the programs offered to OMH clients, and ensure the health and safety of clients, staff and visitors at OMH-funded programs;• Assist in developing annual capital budget requests for specific projects and programs, including annual spending plans;• Review and approve contract change orders submitted for previously approved projects;• Make field visits and inspections as required to investigate code compliance, complaints or emergency conditions and provide on-site technical advice;• Participate with consulting services contracted through the Dormitory Authority of the State of New York (DASNY), Office of General Services, and OMH to resolve code and regulations violations and establish and maintain compliance management; and • Perform special projects as required.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
